The Government of Saint Lucia is developing a National Migration Policy to provide a structured and effective framework for managing migration to benefit both the country and migrants.
The effort is a collaboration with the International Organisation for Migration (IOM) and is led by the Ministry of External Affairs, International Trade, Civil Aviation, and Diaspora Affairs. The initiative is part of a broader project launched at the start of this year to enhance migration management, align policies with national and international best practices, and support national development goals.
The IOM noted that migration plays a crucial role in Saint Lucia’s socio-economic landscape, significantly impacting the labour market and availability of skills, economic growth, diaspora engagement, border management and social integration.
“Thus, a well-structured policy will provide a clear framework for managing migration in a way that benefits both the country and migrants themselves,” it said in a press release. “It will also support Saint Lucia’s commitments under regional and international agreements, including the Sustainable Development Goals, particularly SDG 10.7 which is guided by the Global Compact for Migration.”
As part of the initiative, IOM is seeking a qualified consultant to lead the development of the policy. The consultant will conduct a comprehensive assessment of Saint Lucia’s migration landscape, engage key stakeholders, and draft a policy that addresses challenges while leveraging migration as a driver of national growth.
IOM is inviting qualified experts in migration policy, public administration, or related fields to apply for the consultancy position. The ideal candidate will have proven experience in policy development, stakeholder engagement, and migration governance, preferably within the Caribbean context.

Beyond policy development, the project will include capacity-building sessions for government officials and other key stakeholders. These sessions will focus on migration management, data collection and management and policy implementation to ensure that Saint Lucia has the institutional capacity to implement the new policy effectively.
Activities under the project are funded by the IOM Development Fund.
